NBA’s one-and-done rule will stay in next collective bargaining agreement

Not long ago, the NBA’s one-and-done rule for draft eligibility was headed for elimination in the league’s collective bargaining agreement with the National Basketball Players Association.

“My personal view is that we’re ready to make that change,” NBA commissioner Adam Silver told reporters in 2018.

However, the league and the players’ union have no plans to dump the one-and-done rule in the next collective-bargaining agreement, a person familiar with negotiations on a new CBA told USA TODAY Sports on Friday.

The person requested anonymity because they were not authorized to speak publicly while negotiations are ongoing.

The rule that will remain in place:  “A player must be 19 years of age by the date of said draft. NCAA players are considered eligible after playing at least one year at their respective college/university or school,” according to the league.

In 1995, the NBA allowed teams to draft players right out of high school. Kevin Garnett was drafted fifth in 1995 without going to college. Kobe Bryant and LeBron James were other prominent players to bypass college. That rule remained in place through the 2005 draft and then the NBA instituted one-and-done.

Silver’s comments nearly five years ago were framed by an NCAA commission led by former Secretary of State Condoleezza Rice who stated colleges weren’t interested in freshmen who remained in college for just one season.

However, since then, the landscape for elite basketball players has changed with multiple opportunities to play in the G League, Overtime Elite or overseas, and NIL (name, image, likeness) deals that are profitable for players.

Also, NBA execs weren’t pushing for the opportunity to draft high school players, and the NBPA, led by new executive director Tamika Tremaglio, wants to protect jobs of veteran players who are already union members.

The NBA and NBPA are trying to finalize a new CBA. During All-Star Weekend in Utah in late February, both sides acknowledged they wanted to get a deal done by the end of the day Friday, March 31.
