NBA power rankings have Bucks, Dubs, Nugs over the Boston Celtics – is this fair?

In yet another offseason installment of stoking the rage of slighted fans, the most recent set of NBA power rankings has slighted the Boston Celtics in the eyes of some by putting them below the Milwaukee Bucks, Denver Nuggets, and Golden State Warriors in the category of title contenders for the upcoming 2023-24 NBA season.

And while it ought to be fair game to consider the reigning NBA champions ahead of the Celtics in the Nuggets, even in a disappointing postseason run last season, the Celtics clearly outperformed the Bucks and the Warriors both. What exactly is this power ranking using for criteria to elevate these other two ball clubs above Boston?
