On September 28, 2017, the NBA Board of Governors approved modifications to the lottery system. The updated format, which was implemented starting with the 2019 Draft, guarantees that the team with the worst record will not draft lower than the fifth pick. Previously, the team with the worst record was assured of no worse than the fourth pick.

This new system equalizes the chances at the top of the NBA Draft Lottery. Now, the three teams with the worst records each possess a 14% chance of winning the lottery. Under the old structure, the top-seeded team had a 25% opportunity to win, followed by 19.9% for the second team and 15.6% for the third.

After determining the first four picks through the lottery, the remaining teams will select in reverse order of their regular-season standings.
